Notice of the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on Organizing the Implementation of the Motor Energy Efficiency Improvement Plan (2013-2015)
Ministry of Industry and Information Technology Lianjie [2013] No. 226: Various provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, industrial and information technology departments of Xinjiang Production and Construction Corps, quality and technical supervision bureaus, and relevant central enterprises: In order to implement emission reduction plans and the "12th Five Year Plan" for industrial energy conservation, improve motor energy efficiency, and promote the upgrading of the motor industry, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection, and Quarantine have organized the preparation of the "Motor Energy Efficiency Improvement Plan (2013-2015)", It is now issued to you. The requirements for organizational implementation work are as follows:
1、 Quickly organize the formulation of energy-saving renovation plans for motor systems
2、 Seriously organize motor production enterprises to implement mandatory energy efficiency standards
Each region should organize motor production enterprises within their respective administrative regions to conduct self inspections in accordance with the national standard "Minimum Energy Efficiency Values and Energy Efficiency Grades for Small and Medium sized Three Phase Asynchronous Motors" (GB18613-2012), and guide enterprises to develop compliance plans and accelerate their implementation in accordance with the overall requirements for all motor products to meet the standards by the end of 2013. Motor production enterprises should fill out a self inspection form for the basic information of motor production enterprises (see Annex 5) and submit it to the provincial industrial and information technology, quality and technical supervision authorities. Each provincial-level industrial and information technology, quality and technical supervision department should submit the summary table of the motor production enterprise's compliance plan (Attachment 6) to the Ministry of Industry and Information Technology and the General Administration of Quality Inspection before the end of August. Before the end of 2013, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine will organize special inspections on the implementation of energy efficiency standards and labeling. For enterprises that do not meet the standards, punishment measures such as public exposure will be taken.
3、 Develop a pilot plan for efficient remanufacturing of motors
Shanghai, Anhui, Shaanxi, Hunan, Jiangxi and other provinces and cities should accelerate the preparation of pilot work plans for efficient remanufacturing of motors. The pilot plan should focus on building a standardized waste motor recycling system, cultivating large-scale efficient motor remanufacturing demonstration projects, improving the level of remanufacturing technology, and strengthening the quality control of remanufactured products. The goal and task should be determined, specific measures should be formulated, support policies should be clarified, and guarantee measures should be strengthened. Please submit the pilot work plan to the Ministry of Industry and Information Technology for the above regions by the end of September 2013.
4、 Recommend a batch of advanced and applicable motor technologies
The competent industrial and information technology departments at all levels should actively recommend advanced and applicable technologies in the fields of efficient motor design, control, and motor system matching. Local motor production enterprises, energy-saving service companies, etc. should be organized to fill out the application form for advanced and applicable technologies in efficient motors and motor systems (see Annex 7). The provincial industrial and information technology competent departments should conduct a preliminary review of the application materials and provide review opinions, Submit relevant materials to the Ministry of Industry and Information Technology before August 20th. The Ministry of Industry and Information Technology will screen and compile a catalog of advanced technologies for improving motor energy efficiency. For key and common technologies, it will strengthen organization and accelerate the promotion and application.
5、 Strengthen publicity and training
Each region should fully utilize channels such as the internet, radio, and television, strengthen publicity and reporting, and quickly promote and implement national policies and measures to improve motor energy efficiency to key electricity consuming enterprises, motor production enterprises, and related institutions. Provincial industrial and information technology departments should formulate local training plans, organize training for city and county industrial and information technology departments, energy-saving supervision institutions, key enterprise leaders and technical personnel, and complete business training for key electricity consuming enterprises with an annual electricity consumption of 10 million kilowatt hours or more by the end of 2015. To do this work well, the Ministry of Industry and Information Technology will establish an expert team, compile and print textbooks, organize training for provincial-level industrial and information technology authorities, energy-saving supervision institutions, and some key enterprises, and support and guide local training work.
